Mr. Richard James Carter, 71, of the Taylortown Municipality, West End, NC, died Wednesday, September 4, 2019, at his home.
Per Mr. Carter’s request, no service will be held.
Mr. Carter was a United States Navy veteran.
Survivors: Wife, Catherine “Kitty” Downs of the home; other relatives, and many dear friends.
