The Pinehurst Village Council is seeking public input and feedback on proposed revisions to the Village of Pinehurst Historic District Guidelines.

On May 14, the Village Council will hold a public hearing on the proposed guidelines at 4:30 p.m. in Assembly Hall, 395 Magnolia Road, which can be viewed on the village’s website at www.vopnc.org/historicdistrict.

Pinehurst residents, especially those who live in the Local Historic District, are encouraged to review the proposed guidelines and provide their input.

The Historic Preservation Commission (HPC) completed a thorough review of the existing Historic District Standards and Guidelines over a period of 18 months and is proposing several changes for the Village Council to consider.

The guidelines currently being considered by the Village Council incorporate public feedback previously received on revisions proposed in 2017.

Changes to the Historic District Guidelines are being recommended by the HPC to achieve four key goals: 1) Make it easier for applicants and the public to understand the guidelines, 2) Clarify the process of how to obtain a required “Certificate of Appropriateness” in the historic district, 3) Make it easier for applicants to obtain approvals for improvements, and 4) Enhance the format of the guidelines.

Some of the more significant changes proposed to the Historic District Guidelines include:

~ Updated definitions of what is considered major work, minor work, and routine maintenance. This impacts what items can be approved by village staff versus the Historic Preservation Commission,

~ Clarified requirements of what guidelines “must” be met versus those that “should” be met,

~ Significantly expanded descriptions and explanation of guidelines, with expanded illustrations and graphics to clarify requirements,

~ Added Frequently Asked Questions and a Glossary with definitions, and

~ Expanded information in the Appendices.

Historic District property owners will find that the new Historic District Guidelines contain more detailed explanations and is better organized, making it easier to locate information.

In addition, the guidelines now include a comprehensive list of what can be approved by village staff, what improvements need to be approved the Historic Preservation Commission, and what improvements are considered routine maintenance, and therefore do not need village approval.
