State of the village is excellent

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Village of Pinehurst the GFOA Distinguished Budget Presentation Award for the 13th consecutive year.

The highest form of recognition in governmental budgeting, this award represents a significant achievement by the Village. It reflects the commitment of both the Village Council and staff to meeting the highest principles of governmental budgeting.

In order to receive the budget award, the Village had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as: a policy document, a financial plan, an operations guide, and a communications device.

Budget documents must be rated “proficient” in all four categories, and the 14 mandatory criteria within those categories, to receive the award.

The Village also received the “Special Performance Measures Recognition,” a recognition given only when a budget document receives an “outstanding” rating from all three reviewers. This is the fourth time the Village has received this special recognition in the last five years.

Assistant Village Manager Natalie Hawkins said, “Our Financial Services Department, led by director Brooke Hunter, has once again gone above and beyond to communicate the Village Council’s goals, objectives, and financial plans to our residents in our annual Strategic Operating Plan. This award recognizes that work and reinforces our efforts to both professionally manage a high performing organization and maintain a strong financial condition.

“I am especially proud we received the Special Performance Measures Recognition for the fourth time. The Village was one of only 28 organizations in the nation that received this recognition last year, indicating we are among a very elite group of agencies with a robust performance measurement system.”

The Government Finance Officers Association is a nonprofit professional association serving over 19,000 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
