Man charged in Biscoe Walmart fatal shooting

A man is facing a first-degree murder charge after being taken into custody following a fatal shooting at Walmart in Montgomery County.

The deadly shooting occurred in the Walmart parking lot at 201 Montgomery Crossing on Nov. 2 just before 5 p.m., announced the Biscoe Police Department in a press release.

Victor Murray, 43, of Philadelphia, Pennsylvania, was shot multiple times and died as a result of his injuries.

The suspect, Kevin Ratliff-Lofton, 23, of Troy, originally from Philadelphia, Pennsylvania, left the scene in a vehicle, according to the press release. He was apprehended a short time later. The suspect and victim knew each other.

The press release stated that the Troy Police Department responded to a child custody dispute at Ratliff-Lofton’s home earlier in the day. The child’s mother left the child with her father, Murray, and another family member. The release said it appears Ratliff-Lofton followed the victim to Walmart, where the shooting occurred.
