Moore County Deputy Clerk of Superior Court Philip Holmes was cleared of an allegation that he used a state computer to research how to make a bomb, according to Clerk of Superior Court Todd Maness.
Maness said in a statement that the allegation was brought to his attention and prompted him to contact the North Carolina Administrative Office of the Courts and follow its guidance on how to proceed.
“An allegation was brought to my attention that Deputy Clerk Philip Holmes had used a state computer to research how to make a bomb,” Maness said. “Given the seriousness of the allegation, I contacted the North Carolina Administrative Office of the Courts and followed its guidance on the appropriate steps to take.”
According to Maness, the Administrative Office of the Courts assigned a team to review Holmes’ computer activity dating back to the beginning of his employment.
The review cleared Holmes of the allegation.
“Allegations of this nature require a serious and measured response,” Maness said. “They also require fairness to the employee involved. It is important to make the outcome clear: Deputy Clerk Holmes was cleared following the review.”
