Larry was born on July 31, 1935 in Norfolk, Nebraska to Reverend Harold Cornelius Sandall and Evelyn Joy (Eoff) Sandall. He served as President of Theta Chi Gamma Phi Chapter where he made many lifetime friends and pinned his future wife Myrna Marie Sandvall.

An ardent advocate of history and foreign affairs, Larry received his Master’s Degree at Johns Hopkins’ School of Advanced International Studies (SAIS). He later earned a Master’s Degree in Naval Warfare, Strategy, Management & Operations at the US Naval War College in Newport, RI.

During his career at the Central Intelligence Agency he served for over 25 years in the 24-hour Communications Center. He received the Career Intelligence Medal for Exceptional Achievement in 1994.
