Robbins receives $42,000 from Ellie Jean Project

The residents of the Town of Robbins are hereby informed that the Town intends to apply to the North Carolina Community Development Block Grant (CDBG) program for U.S. Housing and Urban Development (HUD) funds under Title I of the Housing and Community Development Act of 1974, as amended. Infrastructure, economic development, neighborhood revitalization and coronavirus assistance funds are available for projects that benefit low- and moderate- income (LMI) persons, prevent/eliminate slum and blight, or address an urgent need. The Town Council will hold a public hearing on Tuesday, September 14th, 2021 at 6:00 PM at Town Hall, 101 N. Middleton Street, Robbins, NC 27325, and virtually. Please visit the Town’s website for virtual public hearing information www.townofrobbins.com.

The Town is requesting up to approximately $2M funds (up to 100% of total project costs) from NC Department of Environmental Quality (DEQ) Division of Water Infrastructure (DWI), with a potential local fund contribution. The project area has a population that is at least 51% LMI, therefore, 100% of the CDBG funds will be used to benefit LMI persons. The proposed project includes CCTV and rehabilitation / replacement of up to approximately 9,100 linear feet of 8” diameter aging gravity sewer line. Project area streets to be served may include portions of Shore, Green, Oak, Park, Lake St, Lake Dr, Front, Colonial, Park, and Pinehurst streets, in the areas zoned as residential. Final streets/residential areas to be served will depend on degree of sewer line deterioration based on CCTV survey and LMI benefit. Correcting known deficiencies in the sewer collection system will reduce inflow & infiltration, lessen excessive influent flow to the Town’s wastewater system and treatment plant, and reduce likelihood of sanitary sewer overflows and system violations that increase risk to public and environmental health.

The purpose of the public hearing is to explain the CDBG program and allow the residents of Robbins an opportunity to express their views concerning community development needs and priorities. Persons having any questions concerning the CDBG Program are urged to are urged to attend the public hearing, make their views known, and submit oral/written/virtual comments. A public information file exists at Town Hall and may be viewed upon request. For additional information or to submit written comments, please contact Town Clerk Jessica Coltrane; PO Box 296, 101 N.
