The Moore County Airport has announced the appointment of Eric Billowitz as its new Operations Manager. Billowitz began his role in early January and brings more than 40 years of experience in airport and aviation management to Moore County.
Born and raised in New Jersey, Billowitz has dedicated his career to the aviation industry, beginning as a baggage handler for People Express Airlines. Over the decades, he advanced into leadership roles that included serving as Assistant Airport Manager and Acting Airport Manager at Trenton-Mercer Airport in Ewing, NJ, for six years. He also served three years as Airport Manager at Westfield-Barnes Regional Airport in Westfield, MA.
Billowitz is a graduate of Fairleigh Dickinson University in Madison, NJ. Early in his career, he worked as a consultant for AVPORTS, a well-known airport services provider. His extensive background includes air service development, maintenance oversight, regulatory compliance, and business development.

In his new role at Moore County Airport, Billowitz will oversee daily airport operations, ensure compliance, maintain a strong working relationship with the Federal Aviation Administration (FAA), lead new business development initiatives, and collaborate with the FBO Manager on the development of the airport’s new FBO terminal. He will also play a key role in pursuing Part 139 Certification, a critical step toward positioning Moore County for the potential return of commercial air service.
“I was immediately impressed with the vision that the Airport Authority and Airport Director Rick Cloutier have for Moore County Airport,” said Billowitz. “The potential growth opportunities here are very positive, and I’m excited to be part of a team that is committed to building on that momentum.”
Billowitz was drawn to North Carolina in part because of family ties in the region. He and his wife, Lezlee, are longtime fans of Duke Athletics, which has helped them feel right at home in the Tar Heel state.
The son of a carpenter, Billowitz enjoys woodworking as a hobby and was an accomplished percussionist who performed in a 50-piece concert band, the Whitehouse Wind Symphony in Whitehouse, NJ.
“Eric’s breadth of experience in airport operations, regulatory compliance, and air service development makes him an outstanding addition to our leadership team,” said Airport Director Rick Cloutier in a press release. “His expertise will be instrumental as we continue to expand services and pursue future commercial air opportunities for Moore County.”
