Sheriff's Office concludes Dowd Road shooting investigation

On May 30, Moore County Sheriff Ronnie Fields released two 911 recordings from a deadly shooting near Carthage.

On May 3, at approximately 8:15 p.m., deputies were dispatched to a report of trespassing at a home in the 1600 block on Dowd Road. The caller indicated that an individual had been observed taking photographs on the property and had become aggressive toward another resident outside their home, said Fields in a press release issued on May 22.

Upon arrival, deputies discovered the body of 35-year-old Ramzan Daraev from Chicago, Illinois, who appeared to have sustained gunshot wounds, said Fields. Daraev was found approximately 250 yards from the road, along a powerline on the residential property. Identification was not found on Daraev; however, his identity was later confirmed through family members and an international identification located in his vehicle.

Daraev was reported to have been working as a subcontractor for Utilities One, a company based in New Jersey, at the time of his death. At the time of the incident, Daraev was not in possession of any utility equipment, utility clothing, or identification, said Fields. 

Additionally, responding deputies located Adsalam Dzhankutov in the area of Dowd Road the night of the shooting. Using a translator, Dzhankutov told investigators that he and Daraev were independently conducting utility work in the Carthage area for Utilities One, said Fields.

Utilities One issued a press release on its Facebook page on May 26 stating Daraev was “performing pole surveys as part of an ongoing engineering design project for deploying fiber infrastructure in Carthage, NC on May 3rd.”

The property owner has been identified as a service member of the U.S. Army who resided at the location of the shooting, said Fields. All parties involved in the investigation have been cooperative.

“Investigators are diligently working to gather all relevant information prior to concluding the investigation, including autopsy reports and findings from the Chief Medical Examiner’s Office,” said Fields. “Once all facts have been collected and reviewed, the case will be presented to the District Attorney’s Office for a determination on whether criminal charges will be pursued. The Moore County Sheriff’s Office is committed to conducting a thorough and impartial investigation.”
