Recognized Mr. Earl Wright (Project Santa) and announced that beginning October 23, 2017, Moore County Solid Waste will collect bicycles from citizens at any of the County’s seven solid waste facilities.  Mr. Wright collects, refurbishes, and distributes bicycles to children during the Christmas season.  Citizens who have bicycles to discard are encouraged to bring them to one of the solid waste facilities for Mr. Wright to recycle for this purpose.  For more information, contact Chad Beane with Moore County Solid Waste at 910‐947‐3637.

Received annual report from Regional Partnership Workforce Development Board.

Approved on consent agenda:  minutes, tax releases/refunds, budget amendments, rental fees and deposits, Sandhills Building Systems Contract Amendment # 1 – Storage Yard Metal Building, Sandhills Building Systems Contract Amendment # 2 – Elections Building, acceptance of Deed of Dedication for Sandhills Center for MH/DD/SAS, application for Governor’s Crime Commission 2018 Block Grant, acceptance of grant funds for Health Department Farmers Market project, Judy D. Brooks Contractor Contract, Radio Communications Contract Amendment # 1, contract with FirstHealth for operation of the County’s Wellness Center.

Held a public hearing regarding the FY 19 5311 Community Transportation Program application and approved submittal.

Called a public hearing on November 7, 2017, at 5:30 p.m. to consider text amendments to the Unified Development Ordinance.

Approved a budget amendment to appropriate $1,250,000.00 from assigned fund balance to Moore County Schools.

Received Moore County Board of Education resolution adopted October 9, 2017, declaring an emergency need for a new Area I elementary school and requesting immediate funding for construction.  Authorized County staff to proceed with the necessary steps to secure funding for the Area I elementary school in an amount not to exceed $31,000,000.00 ahead of the planned May 2018 general obligation bond referendum with the condition that if the funding request could not be prepared for and reviewed by the Local Government Commission at its regularly scheduled January 2018 meeting, as soon as that is known, staff is directed to bring the project back to the Board of Commissioners at the earliest available regular meeting date before proceeding with the Local Government Commission’s approval at any meeting after the Commission’s regularly scheduled January 2018 meeting.

Adopted resolution which:  makes certain findings and determinations regarding the installment financing of a public school project for the County, approves the filing of an application with the Local Government Commission and requests the Local Government Commission to approve the Page 2 of 2 Moore County BOC HL 10/17/2017 financing agreement, and calls for a public hearing for the regular meeting to be held at 5:30 p.m. on November 7, 2017.

Appointed Gracie Dowdy to the Transportation Advisory Board.

Reappointed Richard Gerdes as an alternate ETJ member of the Town of Pinebluff Planning Board/Board of Adjustment.
