Gov. appoints Partners' executive director to statewide Financial Literacy Council

Partners for Children and Families announced Tuesday that Stuart Mills, its executive director, has been appointed as the chair of the statewide Financial Literacy Council.

The North Carolina Financial Literacy Council was established by the North Carolina General Assembly in 2009. The Financial Literacy Council is responsible for helping to deliver financial literacy education and increase financial literacy among North Carolinians.

In addition to serving as the Executive Director of Partners for Children and Families, Stuart Mills is the chairman of The Given Tufts Foundation, Inc. and a director of Pinehurst’s Village Heritage. Mills was formerly the executive director of the Moore County Literacy Council.

Formerly a partner of Kirkland & Ellis, the international law firm, Mills is passionate about financial literacy as a means to achieve many of our personal and community objectives in Moore County. In 2023, the Moore County Community Foundation selected Mills as its Man of the Year.

“I am grateful to Governor Cooper for this appointment and for the opportunity to support the important work of the Financial Literacy Council across the state,” said Mills. “Financial literacy is often the key that unlocks opportunities for our Moore County residents.”

Partners is a private charity promoting early childhood development in Moore County.

“We are making every effort to provide complete support, tools, and instruction to make sure that all the people and resources in a child’s life are working together to support their holistic development and give them the confidence and fundamental skills they need to succeed in kindergarten and beyond,” said Danielle Rose, Partners for Children & Families development specialist.

Partners is Moore County’s Smart Start agency.

Last week, Partners for Children & Families was selected as one of the three counties to lead North Carolina’s new Tri-Share Child Care pilot program in Moore County and six adjacent counties: Chatham, Cumberland, Hoke, Montgomery, Richmond and Scotland. The goals of Tri-Share include making high-quality child care affordable and accessible for working families, helping employers retain and attract employees, and supporting the stabilization of child care businesses across the state. Other programs sponsored by Partners include the Dolly Parton Imagination Library®, Motheread®, Raising a Reader, GMR Summer Reading Stations, New Books — Good Looks Literacy Initiative, NC PreK at the Moore County Schools, and the Positive Parenting Program. Every month, Partners subsidizes more than 10,000 healthy meals and snacks for low-income children in child care homes in Moore County and five adjacent counties.
