Southern Pines announced its new Town Hall will open in phases this month.
As staff move into the building, departments will begin serving residents and the community from the new central location. Town Hall is located at 300 SW Broad St., at the corner of W. Massachusetts Ave., and will be open Monday through Friday from 8:30 a.m. until 5 p.m.
“This new Town Hall represents an important step forward for Southern Pines,” said Town Manager Reagan Parsons on the Town’s website. “By bringing our teams together in one place, we are creating opportunities to better integrate our services, strengthen collaboration, and deliver a consistently high level of professionalism to the residents and community we serve.”
In December 2025, the Town paid $6.4 million for the 21,000-square-foot former First Bank building.

Departments & Services at Town Hall
The following departments will be located at Town Hall. Service availability will expand over time as each department moves in and becomes operational. The Town will continue to share updates, including specific dates and service availability, as each phase is completed. Anticipated transition dates:
Administration (Town Clerk, Communications, Purchasing) – early May
Human Resources – mid to late May
Finance – early June
Planning – mid to late May
Inspections – June or July
Utility Billing (transitioning to Business Services) – early June
Town Manager’s Office (including Town Attorney) – mid May
The building will also include a meeting chamber for council meetings and appointed board meetings. The Town expects to begin using the Chambers in mid to late summer.
What Can I Do at Town Hall?
Residents and the community will be able to take care of a variety of services in one convenient location, including:
Pay utility bills and other Town-related fees
Apply for permits and speak with Planning & Inspections staff
Ask questions about development projects or zoning
Get assistance with Town services or general inquiries
Attend Town Council meetings
As the Town continues to bring services together, its goal is to make it easier to take care of multiple needs in one visit — reducing trips, simplifying processes, and creating a more seamless experience.
How Do I Access Town Hall?
Town Hall is located at 300 SW Broad St., at the corner of W. Massachusetts Ave. On-street parking is available on both Broad St. and Massachusetts Ave., and the main entry is on Broad St. Limited parking is available in the parking lot behind the building.
There will be a payment drop box in the rear parking lot, accessible from your car, by bike, or by walking up. This box will be available for use once the Utility Billing team moves to Town Hall from their current building at 180 SW Broad St. (anticipated in early June).
