The Moore County Sheriff’s Office said the shooting was not a random act.
“This was not a random act of violence, as it is believed that all parties involved were of at least minimal acquaintance,” said Sheriff Ronnie Fields.
Belk’s Facebook page said he is from Cameron and graduated from Union Pines High School in 2004.
A second suspect has been arrested with charges pending.
