Clarence S. Taylor, died December 25, 2018 in Southern Pines, N.C. after an extended illness.

Born February 12, 1939 to Dewey and Violet Taylor, He was raised in Oak Hill, West Virginia. He was captain of Collins High School Football and Basketball teams and Student Body Vice President. After graduating from Beckley College (later renamed Mountain State University then West Virginia University Institute of Technology), he moved to Washington, D.C. to begin a 30 year career with the U.S. Department of Treasury, primarily in Financial Management Services . He served as Director of The Western Region, Deputy Director of Operations, and as the Deputy Chief Disbursing Officer of US Treasury. He was a member of The Senior Executive Service of the U.S. Government (the civilian equivalent of Two Star General).

He received a number of honorary awards in recognition of his career in Treasury, his association with Federal Agencies and his work with the Department of Finance and Treasury Board of Canada. He received a Commendation from President Clinton and was a two-time recipient of the Secretary of Treasury Award (in 1985 for management of diversity and in 1990 for managing all Treasury disbursements in 1989 disasters- The San Francisco Earthquake and Hurricane Hugo). He also was awarded the Department of Treasury Albert Gallatin Award in 1994 and received Commendations from the Veterans Administration, United States Secret Service and the Social Security Administration.

After retirement he focused on family, friends and his beloved golf. His courage and humor during his illness inspired all who knew him.

He is survived by his wife, Catherine Dunston Taylor of Southern Pines, N.C.; daughter Melissa Taylor Foley and husband John, of Ithaca, NY; son Kevin Taylor of Nevada City, CA; grandchildren , Zachary, Aidan and Sarah Foley of Ithaca, NY; brother Everett Taylor and wife Mary Jean of Beckley, WV and a large extended family that he loved greatly. He was preceded in death by his parents Dewey and Violet Taylor; brother Elmer Taylor; sisters Dorothy Charlton, Loretta Bostic and Norma Sizemore and first wife Ramona Waldron Taylor.

A celebration of his life will be held at Brownson Memorial Presbyterian Church on Saturday, December 29, 2018 at 11 am.

The family requests that in lieu of flowers, donations be made to Brownson Memorial Presbyterian Church, Southern Pines, N.C. or FirstHealth Hospice and Palliative Care, Pinehurst, N.C.
