The Southern Pines Town Council approved a motion to establish a Red’s Corner social district. Approval was given at the council’s July 28 business session. The social district will include the Red’s Corner and Paddock Bar area.
Among relevant regulations for the district are the use of approved containers, training employees on district requirements and procedures, verification, as per ABC laws, of purchasers’ age and eligibility and compliance with all applicable federal, state, and local laws.
Rules for the social district mandate that patrons purchasing alcoholic beverages do so from participating establishments, carry approved beverages within the district’s boundaries, and consume those beverages only within designated limits.
Visitors cannot bring alcoholic drinks from outside establishments into the district, possess alcohol in non-approved containers, give alcoholic drinks to underage persons, engage in disorderly behavior that’s a threat to public safety, or violate any applicable laws.
Violations may result in removal from the social district, suspension of a business’ participation privileges, or temporary suspension of district operations when safety is at risk.
Hours of operation for the social district are from 7 a.m. to 11 p.m., Monday through Saturday. On Sundays, the district will be open from 10 a.m. to 11 p.m.
Security measures include video surveillance of main gathering areas – if feasible – and clear posting of district rules and regulations.
Billed as a neighborhood escape, Red’s Corner is a two-acre outdoor beer garden and park for food trucks, with a taproom at the entrance. Customers, provided they meet requirements, can get craft beer, glasses of wine, or specialty drinks.
Located in a building behind Red’s Corner, The Paddock features rentable space and a bar. Catering and entertainment for events are available.
Scott Bertrand, the owner of Red’s Corner, took questions from council members at the business meeting. Anne Petersen, a member of the council, had several questions for Bertrand, some of which she didn’t get to ask due to time constraints.
Bertrand, however, offered to meet with Petersen to address any other questions she might have.
Earlier in the meeting, the council approved – with conditions – a request by Rhetson Companies for a Preliminary Development Plan (PDP) for Phase 3B of the Southern Pines Ace Hardware Conceptual Development Plan (CDP) that’s located near the Moore County Airport. Said proposal consists of a quick-service restaurant with both indoor seating and drive-thru service.
To utilize the drive-thru lane, customers would have to make orders via an app.
A chief concern of the council was potential congestion a drive-thru option could create, both now and in the future.
“Safety is generally my biggest concern,” Petersen said.
